How do you catch fish in animal crossing on the ds and when can you get a shovel?

iv got animal crossing on the ds and i bought a fishing rod but everytime i go near the fish they swin off??

are u supposto use bait? and if you are whats bait and where do you get it

and when can i get a shovel?

You can get a shovel at Tom Nook's shop.He sell a different king of equipment everyday so check by his shop everyday.If you run by the river or ocean when fish are present,they will swim away because you scare them with running.You don't buy bait because you don't use it at all.When you cast your rod by pressing the A button,wait for the fish to bite away at your floater.When it goes down,press A and if your quick enough,you caught your fishy.And if you just started,once you get your shovel,hit every rock in your town and eventually,one of them will pour out bags of bells.Press B to pick them up.
