How do you change the name on your car is registered under, in PA?

My bf co-signed the brand new car for his ex-gf a long time ago. She pays for the loan and insurance. Still both names on the title and the registration is still in his name, so he has to renew the registration every time for her. How can he get rid of his name from the title and have her registration in her own name so we don't need to deal with her no more?

Once the car is paid off, they can go to the DMV and remove his name. He needs to make sure she brings the released title with her to the DMV.

If the X is paying the loan and ins., why not just forward the renewal to her and let her pay?

His name can not be removed from the title until the car is paid off and and they go to DMV and have it changed on the title.
