How do you check a electric fence with out buying fancy testers and without touching it yourself? ?

find someone who doesn't know about electric fences and ask them to touch it, worked for the guy that taught me.

Go to your home center and buy this tiny circuit tester. It has two small wires and a bulb. it cost a couple of bucks.

Just reach down and pull a piece of grass, touche it to the fence, you'll feel a tingle if its hot, safe easy tester

Get a fluorescent light bulb.  Hold the tube at one end, rest the other end on the wire, the pins or the glass (doesn't matter) if the wire is live the light will glow slightly where it's touching the cable.

An electric fence doesn't exactly hurt. I find it quite exilerating.

Get a long insulated wire and strip the insulation off near one end.  Bend the bare wire into a hook shape to hang on the fence.  Find a nightcrawler. With worm on the ground, and holding the insulated part of the wire, touch the other bare end of the wire to the worm.  if it just sits there the fence is safe.  If the worm smokes, screams, twists into a knot, etc. there is voltage on the fence.

If you are man enough to need an electric fence, then you should be man enough to test it. Don't just put your finger(s) on it, just grab it. You will feel a 'kick' but believe me, you will come to no harm.
