  1. Examine the rules of determining residency closely.  Find a loophole.  There was a state that automatically allowed in-state tuition for anyone who owned real property in the state.  Some friends and I went to an auction in which they were selling off old surveyors errors.  They were plots of land like one inch wide and fifty feet long.  We bought them for pennies and then sold them to students for a couple hundred bucks and those students then qualified for in-state tuition.  I don't know what rules apply in NC, but find them and read them carefully and use your imagination.

  2. You have to establish residence: change your driver's license, car registration, etc., etc. File a change-of-address with the post office. The obvious choice would be to use the address of your North Carolina family.

Find out what the school's residency requirements are (often you have to establish residence six months prior to enrolling), and follow the requirements.

  3. Go to an in state school?

  4. Outside of being illegal there is a greater issue.  When you get caught (and you will) the school requires a SSN to register you for classes.  The same SSN you use to pay state and federal taxes.  The same SSN that has all of your address information.  So when you get caught the university not only has grounds to press charges of fraud, they can and will also black list you.   black listing pretty much means you are not going to any university in the USA ever.

  5. Go to an in state school to be on the safe side.  Trying to get what you are not entitled to and then getting will lead to so many more problems down the line for you.

  6. ok so they are residents of N. Carolina, where is it that they want to go to school?
