Water on a rag. I don't think you should use soap though.

They look like a suede picture, what you will need is a suede leather cleaner and brush.  The best place to find this will be at a foot locker or high end shoe shop.  It will take some time and more than likely hard to do.  Good luck.

Should it be that the shoe not be a suede you can buy a leather cleaner called saddle soap.  You can get this at a grocery store or WalMart.  After you clean it I would also use some stuff called mink oil.  Get that in the same places.  This will help protect and keep them soft.
