  1. Do you have to? Go to the Vet's, theyll tell u everything.


  2. I don't really advise you to clip your birds wings when its your first go. Take it to the vet and they will show you how to do it.

    But, if you're really interested to know,

    The budgie's wings have primary and secondary wings. NEVER cut the birds SECONDARY wings, that can permantley damage his flight.

    There is a chance you probably don't even know what primary and secondary wings are.

    Look for a diagram on Google Images and you'll see

  3. When the bird has learned to fly and land safely, bring it to a pet store and they'll clip his wings for about $5.  If you ask I'm sure they'll let you watch them do it so you can learn how.  It's not something I'd recommend doing when you haven't at least watched it done a few times.
