  1. In many ways the same as an interstate road is constructed. You would have to grade the ground for water runoff and deep enough to accept the bed(gravel and or sand) Then you would have to pave it with asphalt or concrete thick enough to handle the weight and wear and tear of use.

  3. There is a base that is first laid down. Made of an aggregate.   Then a test section of the first asphalt mix is laid down and core sample taken for integrity.  After that, the asphalt mix is laid down, thickness depends on type aircraft will be using airport.  Next the top coat which is a porous friction coat which is used to drain off water and provide superior braking under wet conditions.  The top coat is in one continuous section.  There are no joints allowed except those that run parallel to the runway length.  The runway is then marked and lighted according to the FAA standards(which change all the time, guess it gives a reason for their existance).  And viola! a runway is born.
