How do you convert a tiller drive under 10hp motor to a clutch drive motor?

im building a seaflea and i have a 9.8 hp merc oldy. how would i convert the engine to a motor like the ones on big boats? i don't need the steering system because i am doing pullies and cables. if you need a kit can u tell me where to buy one (not on line) i live in ontario canada
