How do you create a icon file?

I'm making a web site and i want one of those pictures that are like if you saved the page as a favorite it would have a picture by it and it has to be a icon file

Irfanview can make icon files and it's free.  http://irfanview.com

Just be aware that IE is a bit fussy about showing favicons and it might look like you didn't get it right so check using another browser before tearing your hair out.  Firefox is happy to show them and others probably are too.  On the other hand, you may find IE shows them without any hassle.
