well if you are not experienced in c++ delfi and other kind of programs; so you can make it on your own (like source etc.) then it is better if you go online and download some ready programs that help you make an animation. it depends on the program the quality that you end up with.. good luck..

Its pretty simple. That type of image is called a GIF (Graphics Interchange Format) file type.  Basically, its multiple images bound together using an animation program that, when opened, plays the images one after the other as if its a tiny movie.  You can get a free GIF Animator at this link ---> http://ms-gif-animator.en.softonic.com/ Just download and install and your on your way to making pictures just like the one you linked to.  

You'll also need an image editor program like GIMP to make the images that you are going to bind together into a .GIF file.  Then use the above program to make your mini-movie.  Have fun.  Cheers!
