Ok, if you want to make a website that has all the features like - forums, etc. them go to: http://www.ucoz.com/ you don't have to pay for that one. and i also recommend in the free category: http://www.wetpaint.com/ and http://members.freewebs.com/

If you want absolutely all the features (you also have to pay for this to make a full website, then I'd recommend: http://www.itsyourdomain.com/      it's cheap, and affordable.

You also have to pay to make a for example a "www.myweb.com" but you don't have to pay for free webs and wetpaint.      

Out of freewebs and wetpaint, and ucoz...Ucoz is the much better one. free webs and wetpaint is like a blog.
