How do you declare a parent mentally incompetent

I live in the state of Florida and my mother and father are really getting bad. They are trying to live alone but dont seem to be doing well on their on any longer

He won't qualify for assisted living; he will need a nursing home.  In assisted living, he still has to be substantially able to care for himself.

I was told my 88 yr old grandfather could not live alone due to he was likely to fall asleep smoking due to memory loss, he just was in the hospital and broke his shoulder and is a high risk fall. He is unable to swallow solid food or drink anything without it being thickend, he has to have breathing treatments copd, he has cirhosis of the liver, macular degeneration, and shuffles his feet and cannot turn his head. I feel horribly guilty by putting him in assistant living and he makes me feel guilty all the time. I have to sell his house for medical care costs and he can not afford 24 hr care at home. His house was so dirty and he was driving without a license (blind) before his fall. The rehab place said he has to have 24 hr care. I work full time and i have kids one being a diabetic and cannot go there all the time. I did as much as possible. am I wrong for finding him assistant living?
