How do you determine what low, medium and high lighting is?

Like how many watts. My aquarium has 3 watts of lighting per gallon (72 total watts) the coral i am going to buy need low to medium lighting is this enough lighting and how do i determine the low medium and high?

I have not yet purchased the coral yet.

Low lighting is 1-2.5 WPG. Medium lighting is 2.5-3.5 WPG. High lighting is 4+ WPG.

Actually the WPG rule isn't really effective, because of reflectors, how good the ballast is, how old the bulb is, etc.
