How do you divide council tax charges between people in a sharing flat?

I'm renting a 2 bedroom flat with 3 friends, two of us are sharing one of the room. Council Tax payment has to be divided per room or per person. For example electricity charges are divided per person, in this case between 3 peoplw, but tv licence charges are divided per number of rooms; therefore between 2 rooms.

  1. If you're all named on the housing contract, then you're all equally liable.


  2. Per person is the fairest way, because each one of you is capable of benefitting equally from the council's services (you must not get involved in arguing who produces the most rubbish; who has used the police most; who borrows the most CDs from the library etc!).
