  1. There's no such thing as a correct 3-way turn, is there?  On the first turn, you could certainly signal, but after that, nobody will be able to see them, but they'll know immediately what you're doin'

  2. With no traffic behind you or coming toward you, turn to the right or left until you are perpendicular to the street.

Put the car in reverse. Back up straight across to the other side of the street as far as possible.

Put the car in drive or, in manual cars, first gear. Check traffic again.

Turn the wheel all the way in the direction you want to go, and step on the gas lightly to complete the turn.

Straighten yourself in the lane and drive away.

  3. It's quite simple really.

You signal when you are going to pull over. Give advance notice. 100 feet I believe is the recommended distance. Stop. Look, turn on your signal (opposite) to let other drivers know that you will be pulling back out. Wait for it to be clear. (no cars coming from either direction) It doesn't matter how long you need to wait.

Pull out and start to make your 3 point turn. You shouldn't have to signal again but it depends on the circumstances. You may need to signal again to show where you are going.

It's all about concern and safety of other drivers besides yourself.  It makes complete sense if you think about it rationally and logically.
