  1. You contact an international adoption agency in the phone book/online....they will walk you through it. You cannot--as an 18 year old--adopt a child who is 12. In Russia you must be roughly 15 years older than the child you wish to adopt. There are thousands of older children in orphanages around the world, many of whom need good homes.

  2. Most international adoptions involve a lot of paperwork. Even before a specific child is identified, there is lots of work to be done. Usually the requirements are grouped into  three parts:

-- Homestudy (counseling, classes, financial statements, reference letters, medical reports, interviews with a social worker who approves you as a potential adoptive parent)

-- Immigration pre-approval (paperwork, including the homestudy, submitted to your government to get pre-approval to bring your adopted child into your country)

-- dossier (paperwork required by the child's country in order to be approved to adopt a child.)

Each country (yours and child's) will probably have different requirements for exactly what has to be done to satisfy each requirement. You mention you are not from the USA, so I'm afraid I can't help with what your country might require.

  3. In international adoption, most countries require adoptive parents to be at least 25, and their has to be a certain age difference between parent and child.

Of the countries you mentioned, the only ones that allow for International adoption right now are Russia and Moldova. There are many other countries that do though, and there are many children internationally between 8-12 that are waiting to be adopted.

Basically, after researching different countries and agencies, you would contact the agency, fill out an application, go through a homestudy process (including interviews, background check, etc), and become certified to adopt. For and older child, either the agency will refer a child to you in that age range, or you might find a "waiting child" on a photo listing that you would like to adopt. After you accept the referra,  it'll be anywhere from a few weeks to a year until the child is placed with you. It varies greatly by country, and in some cases you'll need to make more then one trip.

Also be aware, that children who are adopted internationally, especially those who've spent many years in an orphanage, have been through a lot, and are at risk for attachment issues and will need a lot of help adjusting to their new life. Since you have a lot of time before you can adopt, I would suggest reading as much about adoption and attachment as you can Here's a good place to start.
