How do you edit a photo to make it look all cool?(like with a whole lot of colors and stuff)?

how do you do that?!

The image you linked is unviewable.  "This profile is set to private. This user must add

you as a friend to see his/her profile."

Nobody else can see the image, so I can't tell you how to create the look in PS.

well, you can't see the pics on that link, but I use Macromedia Fireworks which you could look up on google(or say .....yahoo?? lol) and find a free trial. That's my fave, but my fried who does the same thing swears by Corel Paint Shop Pro. I haven't personally tried it but the things she makes are amazing.
