Open Windows Movie Maker (It comes with windows for free) Import your file, drag it down to the timeline then you can edit it by either cutting the end off by using the split button (under the preview window) and deleting the unwanted portion or hover your mouse over the clip in the timeline and when it turns into a double headed red arrow drag the clip to the left to make it shorter (you can watch progress in the preview window) then you have to save your project as a movie file. Go to file, save movie file and follow the prompts.

Open up Windows Movie Maker. It's already installed on your PC. Search for it under the Start Menu. Import your GIF image. Shorten.
