How do you edit pictures like this? (picss)?

i've seen a lot of people edit their pictures like this.

i have photoshop cs3 so i have all the stuff to do it.. but i don't know how?

like to make this specific look.

i only had the 30 day trial to cs3 so i didnt get to mess around with it too much.

but what i use is

its so awesome.

and freeeeee.

any basic photoshop program.. even photobucket has one to edit it. all you have to do is sharpen the picture and adjust the lighting, to a little brighter, and the color tone a bit orangeyyyy- i use picasa.. just google it and it comes up- free download. its great! :) hope i helped
