There are several steps.  First you need to create the event, then spread it around the world.  You then need to create the world governing body for the sport.  Once enough countries participate in the sport, your governing body can propose to the IOC for the sport to be included.  The IOC will then vote on the decision.

If you're talking about how to compete at the Olympics, well then here are the steps

1.  Be a citizen of the country you want to represent

2.  Be a member of the national governing body of the sport you're doing.

3.  Attain a qualifying score of the sport at a recognized tournament.  This of course is different with each sport.

4.  Attend the trials that your country holds a year or two before the Olympics.

5.  Finish in the top 3 and go to the Olympics.

The process will vary from sport to sport, but generally that's how it goes.  Some sports don't really have trials, they just go by national rank.  In some sport the NOC for your country might override the trial result, etc.
