I think it is beautiful and I have heard it before, although I have never met a person who actually has this name.  The reason I have not considered it for a little girl is it does seem rather over-embellished.  Here are some other J names that may be what you are looking for:

and of course, Jasmine

It is certainly  not a made-up name, as another poster suggested.  Rather it is a rare English name.  The Jessamine I know is pronounced "JES-uh-min."

I think when you hear a name for the first time it always sounds a little odd. I have not heard it before, so I am not sure yet. But, if you have grown to love it then use it! Everyone else will grow to love it too. It's growing on me already!

I absolutely LOVE this name - I used it for a character in a short story a few months ago and keep coming back to it; I think it's stylish, unique, and can fit a variety of ages.  I can see a baby with this name, a preschooler, a teenager, an adult.  (Some names you hear and can only see them as a baby, or an old woman.)  I like the second pronunciation, too.
