  1. I believe Elaina K is asking about the mandatory spaying and neutering of cats and dogs otherwise known as AB 1634 by California State Assemblyman Lloyd Levine. This bill sparked more controversy than issues that really affect us as humans and that disgusted me. Bob Barker made an appearance in the California Legislature to support this bill, followed by hundreds of thousands of people in support and opposition. This issue became a 's**y' issue while bills that change our lives everyday did not cause one sixteenth of the flury. Many arguments against this bill were that it made impure breads extinct, made animals only available to the moderately well off and wealthy due to the fees that the owners are required to pay. The arguments for it were that of over-full animal shelters, animals wandering the streets (we don't even pay as much attention to the homeless humans as we do to the animals with this bill), and those owners who are irresponsible.

    I think that this bill goes to far into the people's personal life. This is an issue for individual local governments to work on, not state or federal.

    I hate this bill.

  7. I have worked rescue and in animal shelters.

    I have participated in the care of litters of sick puppies and kittens that were not properly bred or cared for, a lot of which died on their own or had to be put down ...

    I have seen some aweful things and in general i believe there are a lot of uneducated and ill-fit pet-owners out there.

    I believe something needs to be done to push personal responsibility on the people.

    Unfortunately, so far as I have read, this bill seems to miss the head of the nail:  the easy targets for fines are breeders that will be easy to find via the phone book and advertisements.  A lot of breeders have adequate facilities and do not contribute to the unwanted puppy/kitten population as much as the unregistered pet-owners who do not even keep their pets within a fence or other protective barrier ...  this bill would also inhibit cross-breeds such as the border collie/aussie/golden retriever mix I would personally like to have ...

    so, it's an effort, but it needs a lot of revision to be practical & effective ...
