  1. Since this is on a ruler, I assume your ruler is marked like mine.  Certain lengths are marked the ruler with a bar.  The longest bar being the inches.  The next longest is the half inch.  The third longest being the 4th inch and the 4th longest bar being the 8th of an inch.  For the first inch of the ruler, you see the 1 next to the first longest bar, that is 8/8th of an inch.  You will see some other bars which are small than an 8th which we don't need for your question.

    Basically to try to describe what I see from the beginning of the ruler, you see 4th longest bar, 3rd longest bar, 4th longest bar, and 2nd longest bar.  Those represent the 1/8, 1/4 (2/8), 3/8, and 1/2 (or 2/4 or 4/8) of an inch respectively.  So your 3/8th is the 2nd of the 4th longest bar between the 1st 3rd longest bar and the 1st second longest bar.

  2. Don't really understand the question. If you need to find 3/8 of a number, divide it by 8 and multiply that answer by 3. For example, to find 3/8 of  16, divide 16 by 8 = 2, 2*3 =6

    3/8 of 16 =6.
