  2. No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen. (article I section 2, US Constitution)

    Assuming you meet these qualification, you should go to the county courthouse for your county in the state you reside, and ask for the details of how to file for office. While these are federal positions, the administration of the election is normally done following the electoral process of the state. This includes the process of filing, fees, whether you need a threshold number of signatures, how to file as a candidate of a particular party, etc., etc.
