How do you find a person's address by their license plate number in Pennsylvania?

I saw who I'm sure was an old friend the other day but by the time I got to them they were driving away. I got their license plate number but that's all. Is there a way to locate them with this?

Motor vehicle dept is the only place to get that info and it is not public.  If you have a friend with police or at a car dealership they can also access records.  But you would have to have someone do you a favor.

If you have connections with someone in the DMV or Police Station you might be in luck.

You could claim that you were involved in a hit and run accident with that person, but that probably isn't the best approach. Other than having a friend in the DMV or police that doesn't mind risking their job, you are out of luck.

Nope. That's not available to the public. You wouldn't want just anyone to have the ability to track you down with only your license plate number, would you?
