  1. There are many art agents in New York City.  They are usually cooperatives or "art representative" firms.  The large artist or illustration rep agencies would be the most reputable.

Examples would be like Arenaworks, Lindgren & Smith, or The Penny & Stermer Group, though there are many others.

Some of these agencies represent a "stable" of artists, illustrators and photographers based on specific styles.

If I were to seek a representative for my own work, I would research the Internet about agents who represent illustrators with my style.  I would contact them by email and send them a "digital" portfolio of my work.  A good, solid resume with great references would also be helpful.

Of course, New York is not the only place to look for art agents, many large cities such as Los Angeles and Chicago have art agents conducting business.

Keep in mind that the illustrators and artists who have representation are very skilled and have years of experience...so the playing field is extremely competitive.  Only submit finished works and published works would go a long way to helping you get a good agent's attention.
