How do you find kings rock?

i know how but i always try between the lvels of 21 through 30 of my zigzagoon but he never finds it if you can help me please tell me

this is sorta in the wrong section but...

u can use thief on, slowbro/slowking/or politode

or u can have 6 zigzagoons in ur party that are lvl21-30
