How do you find out when the last traffic and engineering report was done?

I have gotten a speeding ticket and was wondering if anyone knows how I can get information on when the last traffic and engineering report was done and what it said.

traffic engineeer   in the city    or state  hiway commission for state traffic ticket

You might get more information if you contact first your local department of motor vehicles and then contact your local highway department.
