How do you find someone who is living in shelter?

Ok, my friend's son is in the military stationed overseas. He (the son) and his wife broke up (she was cheating on him and into some really bad things). They just found out that the wife took their 3yr old son and disappeared. They heard that she was living with the child in a shelter somewhere here in NY. Can anyone tell me what steps to take in order to find them? My friend is beside himself not knowing where his grandson is and if he is okay.
