  1. The 1000ml or 1000cm³ measuring cylinders with which I am familiar have an internal diameter of 8.24cm

    Volume = π*r²*h

    1000= 3.14*4.12²*h

    h = 1000/3.14*16.97

    h = 18.76cm

    Plus the 5.3cm unmarked height = 18.76+5.3= 24.1cm

    Total height = 24.1cm.

  2. V = 1.00 dm^3 = 3.14 ( r )^2 x h

    You forgot the meansure of the diameter 8.24 ?

    if diameter is 8.24 dm => r = 4.12 dm

    1.00 = 53.3 x h

    h = 0.0188 dm

    total height = 0.0188 dm + 0.53 dm =  0.549 dm
