How do you force a forfeit when someone leaves a rated game?

If the game is rated (chess) you should have a clock. If the person leaves you let the clock run down to time out. Anyone is allowed to leave to go to the bathroom or just to walk a little. They must come back because once you hit the clock their time is counting down. You do not force forfeit, you just let their down go down to zero.
