How do you format laptop's language to Chiense?

So my Mom bought a new laptop - Dell Inspiron with Vista but I'm having trouble formatting it to all Chinese. The only option it seems to have is dates/time/currency in Chinese format but I can't set the language to it. My dad got his CPU formatted to Chinese but I think he brought it in to the shop and they did it for him. Is there any other way I can format it myself to make it Chinese? And if there is, is it possible to only set one account as Chinese and the other one as English? I'd like to have the option to use her laptop whenever I need mobility but I'm not fluent in Chinese at all ;x

  1. Hi Tiff

    Log in as administrator and choose control panel / keyboard and choose the language you want.

    Then log in again and make another account in english. Make sure the language bar is on the task bar when you log in. This way, you cna change between whateer landugage you want at the clock of the mouse.
