How do you get Lugia in Diamond?

Do you have to migrate it?Or is Pal Park like a place where you can catch pokemon and thats where you get it and whats the chance on finding him?

Pal Park is where u catch ur migrated pokemons. On Diamond the only way to get Lugia is by going to the Event.

You have to migrate it. :/

You can get a Lugia by having either gone to the Nintendo event to get it on Emerald/FireRed/LeafGreen or purifying the one from XD: Gale of Darkness and transferring it to a Gameboy game.

Pal Park is solely for catching migrated Pokemon.
