How do you get Pineco in Pokemon FireRed?

You can if you have successfully have recieved the mystery gift. After that you can go to altering cave and you may find some pokemon like: Shuckle, Houndour and Pineco

you can get it in altering cave but you need to do something first i think get something from mystery gift

You don't........ Unless you have Pokemon Emerald Version, then you can go to the Safari Zone and catch one. After you catch it trade it too Fire Red, when you beat the Elite 4 in both games.

P.S. You also need the National Dex in both game.
