How do you get Poke gear radio in Pokemon Crystal?

go to the radio tower in goldenrod city and there will be a guy at the desk on the first floor who will give you a test. you just have to get all five questions right and then you get radio.

ps: you dont have to get them all right on your first try, you can take the test as many times you want until you win :}

You need to go to the Radio in Goldenrod, and I guess defeat all the trainers in there.
