Voip.ms is one VoIP service that provides Vanity 1-8xx numbers.

Other VoIP services that provide 1-800 numbers are Les.net, InPhoenex and CallCentric.

If you don't want to use VoIP equipment to use the 1-8xx numbers, you can still create an account, get your 1-8xx number and then configure your VoIP account to forward all incoming calls to your preferred PSTN landline or cell number.

Sometimes this method is easier, and cheaper, than using a regular telco to do it.
