home state being your birth state not necessarily where you live if it isn't the same.

You apply for it through the Dept of Vital Records of your home state. You will need to submit original records proving who you are....not copies.

I got a copy of mine by going to the place in our town where they change your tags for you and do notary stuff. They sell insurance and renew your registration for you if you need. They sent a courier to the capital of my state to pick it up. It cost me about 15 dollars.
