BABV has 3 new party rooms that you can choose from when you have a real party at BABW. The dress is from the disco room so if you have a real party, you can choose to get the disco room, which comes with the dress and a dance move. The person with the party room can invite 20 people to the party room and those 20 will receive a dress (or suit for male) and the move in Bear Mail.
