  1. Your local DMV office can assist you. If it's a dealer out of business, you'll be working with the Dealer's division in the DMV. If it's a bank or financial institute, normally, those loans are transferred to the new owner, and your loan continues just as before, but you do need to be sure your insurance is changed indicating the new owner.


  2. Call your local DMV or go on-line to their website.  Different states have different requirements.  They should be able to assist you.
