How do you get a paypal/ebay coupon?

i've always read on the pay now thing that there is a coupon-i looked it up on google and got all these website came up but they don't work becuase they are linked to those people's e-mails.

Does anyone know any ones that work without e-mail or can be shared or, EVEN BETTER, know how i can get my own?

I only get them like once a year...around Xmas time or early the new year...they are about 10% off,and can only be used once.
