How do you get a poke radar?

I was wandering how you get a poke radar in pokemon diamond

obtain the national dex by seeing all 150 pokemon (not including manaphy) and u go 2 prof. rowan. prof. oak will come in when u talk 2 him and he will give u the national dex. then rowan will give u the poke radar 2 use the poke radar go 2 some grass and select use on it it will activate and some grass will wiggle.

You have to get the Nation Dex.

Which is obtainable after you see 150 (or 151, I forget) Pokemon.
