  1. It is hard to tell what you have deleted from your question. Was it the effect on a file or the filter file?

If you deleted the effect from your file, you can immediately after undo it, just click on Image > Undo. If you have saved the file while it had the effect, you can revert to it by closing the file without saving it and reopening again.

Now if you are clicking on Filters > Render and you don't have Lens Flair listed, check to see if the file for the filter has been moved (should be somewhere like Program Files\Adobe\Photoshop Elements 6.0\Plug-ins\Filter on Windows). If the file 'Lens Flair.8BF' is there, then try re-creating Photoshop Element preferences:

    1.Quit Photoshop Elements.

2.Locate the Adobe Photoshop Elements preferences files. In Photoshop Elements 6.0, there are two preferences files, one for Organizer and one for Editor:

    -Documents and Settings\[username]\Application Data\Adobe\Photoshop Elements\6.0\Organizer\psa.prf

    -Documents and Settings\[username]\Application Data\Adobe\Photoshop Elements\6.0\Editor\Photoshop Elements 6 Prefs.psp

3.Rename the extension for the files (for example, to psa.old).

4.Start Photoshop Elements. Photoshop Elements creates a new preferences file.

Now if you have deleted the file (Lens Flair.8BF) you can check your computer's recycle bin and see if its there. If it's there just right click on it and select restore and you're all done. If it isn't there then you can get the file from a friend that has the same version of Photoshop Elements that you have (for example, a windows file might not work on a computer with Mac OS and vice-versa) or re-install the program.

  2.       If you go to your computers recycle bin it should be in there.  You can restore it once you find it.
