  3. To answer your first question, Wikipedia is an encyclopedia, and thus only people who meet the notability guidelines for biographies (see source 1) may have articles. Unless you meet these guidelines, you will not have an article on Wikipedia. (If someone creates one, it will be deleted fairly quickly if the subject is not notable.)

    This is different from having a user page on Wikipedia, by the way. Any editor with an account can create a user page to act as a brief personal profile at the page title "User:USERNAME", where USERNAME is the name of the account. User pages are outside of the encyclopedia itself.

    On your second question, Wikipedia doesn't have what you would consider a "resume" for anyone. Articles on people are biographies, and are written from a neutral point of view (see source 2) just like all other articles. So although some biographical articles are not particularly well written or otherwise require additional work, there are no resumes.

    Also, some biographical articles contains a good deal of negative information on the subject, but this is not a bad thing as long as the information is neutral and verifiable (see source 3). An article's subject has no editorial authority on their Wikipedia biography.
