How do you get more Master Balls on Pokemon Emerald?

I caught a Kyogre and I need at least two more for Rayquaza and Groudon. Any idea where to get more?!?

You just need quite a few ultra balls instead. It may take a while, but you'll get them eventaully.

You can't, unless you win the Lilicove City lottery, but there is almost no chance of that.

You don't NEED Master Balls to catch Rayquaza and Groudon.  Any ball will work, it'll just be A LOT harder.
