First you have to be a artist who's music will appeal to the pre tween set as the Incubator is basically a different way to say a place to find the newer music first.

http://radio.disney.go.com/speak/email_u... would be a start but you would actually have to contact Disney corporate and go thru those channels to get with the music director of Radio Disney to get on the incubator.
