How do you get people to be your fans on this? And whats the purpose.?

When you answer some questions, people who read your posts may like them or recognize their own views in them, or be impressed with what you said, etc. Then they add you as their contact, meaning they want to either stay in touch with your questions/answers or really get in touch with you as a person, and e-mail you or IM you if you have these options enabled in your public profile. You can reciprocate and then you will be their fan too, although this is not obligatory.

You can also choose to completely close your fans list for various reasons and then no one will be able to add you to their list and see your profile.
