How do you get peoples phone numbers in Japan?

im trying to find somebodys phone number that lives on base in Japan. but i cant find any free websites where i can search for his number. any ideas?

You could call the operator of that base, and if the person lives on base, they might be able to connect you to them.

Which base does your friend live on? I could probably find the number for you.

There is no website which has individual phone number in Japan. That kind personal information is strictly controlled.
