How do you get pvc glue out of clothing the glue plumbers use?

My husband get a lot of it on his shirts.

You don't.  Once it's in and dried, it's permanent.  I've got a lot of pants with the stuff on them, don't get much on my shirts though.  The only real solution is for your husband to wear coveralls when he's working.

i doubt it. but you might want to try mineral spirits or maybe goof off
