First you HAVE to catch Entei, Raikou, and Suicune(that willl be kind

of Difficult)

Then when you capture all three of them, you can go to the

Tin Tower(Where Ho-oh is) and when you enter, there is going to

be an earthquake and some guy is going to give you theRainbow Wing.

First, u need to looking for entei and raikou on the grass in Johto. Then go to Tin Tower and u'll find a suicune. After that looking for an old man who walking in Pewter City. He will give u a Rainbow Wing and now u can find a Ho-oh.
