I'm not sure if it would work, but something that often works for me is if I'm dealing with something pretty awful, usually laudry detergent (wet or dry) works well.  YOu may even have to do it a couple of times...try it-it's worth a shot.

if u mean cooked fish the best way possible is to use a freshly cut lemon and rub it on the hands leave it for afew seconds them was off with warm water and wear ur hand lotion
